1. Effective immediately, OPERATION 13 passes to Internal Review.
2. Analyst E. Marlowe is withdrawn and will surrender all working papers, tapes, and notes to this office by 17:00 today. She is thanked for a competent characterisation study, which is complete.
3. The Cape Vane watch is stood down. The installation remains in place. The site is closed to all personnel without written authority from this office.
4. The designation OPERATION 13 is henceforth administrative. There is no operational interest in 4613 kHz, and idle discussion of the frequency, in any mess or corridor, will be treated as a security matter.
