The twelve dead. I pulled every operation file I could reach and sat with them for a week.
Twelve deaths across twelve years, and not one of them bad luck: every officer died on an operation that was compromised — a meeting blown, a beach lit, a safe house already watched. And every one of those operations failed exactly thirteen days after its briefing pack went out.
Not twelve days. Not twenty. Thirteen — twelve times, over twelve years. Coincidence has habits, but not that one. Thirteen days is not chance; thirteen days is procedure. Long enough for a courier cycle. Long enough for the far side to read, decide, and set the table.
So: distribution lists. Who read all twelve briefings? Registry tells me the intersection of twelve lists across twelve years is small. It is smaller than small. It is one office.

I am not going to write the next sentence. This note goes in my drawer, and my drawer is going to learn to lock.
